In Tanzania PCI has operated a number of programs in the education, health, agriculture and community development sectors. The USDA supported “McGovern-Dole Food for Education” program supports school feeding, education and other components to improve literacy and health outcomes in Mara Region. With recent support from the Eleanor Crook Foundation and the Conrad Hilton Foundation, PCI will be carrying out the EFFECT and EFFECT+ studies addressing early infant feeding practices and early childhood development in partnership with Harvard T.H. Chan School of Public Health, Purdue University and the African Academy of Public Health.

Purpose Of The Position

To establish & manage the EFFECT program achieve its objective, the successful candidate will be based in Musoma, MARA REGION and will report to PCI-Principal Investigator based in Washington, DC. In the field, the position will report to the Program Director or delegate for day-to-day supervision, administrative activities, and coordination

Key Areas Of Responsibility
  • To provide technical expertise and oversight to support the implementation of EFFECT and EFFECT Plus Projects;
  • Participate in all phases of project development and planning;
  • Manage the monitoring, evaluation, implementation teams; collaborate with the research team to ensure smooth implementation of the research data collection, and produce high-quality analytical outputs and reports
Duties
  • Lead the project implementation in two districts in Tanzania
  • Lead development of project standard operating procedures (SOPs)
  • Contribute to the ongoing revision of the implementation of the project interventions to achieve the proposed objectives
  • Work collaboratively with the PCI Tanzania Team, the principal investigators, all investigators and partner institutions to ensure project is implemented on time, in accordance with project budget, in adherence with project SOPs, local laws and customs, and local and international regulatory requirements
  • Provide oversight of activity-level and program-level monitoring and learning, ensuring quality and consistency across the program
  • Supervise project implementation staff, ensure high-quality training and supervision to lead the program.
  • Provide regular review of data cleaning and management to ensure data quality.
  • Provide reports on adherence to research protocols and alert PIs for any violations promptly on issues that arise, as well as about any threats to project quality.
  • Maintain any research files according to ethics and research requirements, ensure security data.
  • Prepare donor reports as required by donor agreements and submit to PCI IO team in accordance with reporting timelines.
  • Assist in the identification, analysis, and synthesis of lessons learned from program implementation and facilitates the incorporation of those lessons into the active development cycle.
  • Manage project assets and inventory
Required Qualifications
  • Masters level degree in public health, nutrition, behavioral science or other relevant areas.
  • At least five to seven years of relevant experience in leading implementation of complex projects at the community level, and evaluation in developing country / low-resource settings, preferably in the field of childhood nutrition, health, and child development.
  • Experience with quantitative and qualitative research methods, including surveys and focus groups, and proficiency in statistical and data management software is an added advantage.
  • Experience with data review and management and generation and presentation of descriptive statistics; experience with electronic data collection also preferred.
  • Experience with linking research and program findings into program design and implementation.
  • Experience in successfully leading diverse teams in a fast-paced work environment; demonstrated leadership, versatility, and integrity.
