INFORMATION COMMUNICATION AND TECHNOLOGY UNIT
Job Title: ICT Officer (Systems Developer) – 15 Positions
Location: Regional Referral Hospitals
Reporting To: Director of Information Communication and Technology Unit
Background
The Systems Developer will be part of a team responsible for the development and maintenance of ICT systems and services that support the Ministry. This will be involving in all phases of the development of new services, maintenance of current systems, changes and system upgrades, using requisite functional and technical expertise in a timely and cost effective manner. Tasks should be contribute significantly to third-tier support processes, resolving problems, documenting root causes and improving service levels

- Demonstrated analytical and critical thinking abilities
- Excellent understanding and experience on complex problem solving.
- Discussing the client’s requirements and the proposed solution with a senior developer (for developers at mid-skill level and below)
- Using development tools to write and test code to develop these solutions
- Writing documentation and operating manuals
- Testing and modifying systems to ensure that they operate reliably
- Effective user support and training
- Quick responding to client’s feedback
- Advise client’s about performing maintenance of software system
- Immediate fault finding, diagnosing, and fixing bugs
- Compile timely, comprehensive, and accurate documentation
- Possess strong problem solving and decision-making skills
- Ability to learn new languages and technologies.
Experience and Qualifications:
- Bachelor’s Degree in Computer Science, ICT, Software Engineering/Development or associate equivalent.
- Demonstrated knowledge on web programming with Java, JavaScript and Python.
- Demonstrated knowledge of at least two of the DBMS such as Oracle, MySQL (Compulsory), PostgreSQL (Compulsory), MS SQL etc.
- Strong knowledge on working with SQL.
- Solid understating on spring framework Django & NodeJs with ORM technologies such as Hibernate.
- Knowledge on Web Services (REST and SOAP) is a preferred advantage. vii. Knowledge on maven, gradle and any other java applications building systems.
- Knowledge on version control tools i.e. Git.
- Familiarity with front-end technologies and JavaScript frameworks such as AngularJS, Angular and Vue is desirable.
- Understanding of Agile software development methodologies.
- Age limit: 50 years.
Terms of Employment: 3 years Contract (Renewable based on Performance and availability of funds).
