Job Description

Qualification required: Engineer or master’s degree in Business Administration or equivalent.

Minimum experience: Minimum of 5 years of relevant professional experience.

Accountabilities: Provide technical assistance in the implementation of linkage and capacity building programs validated as part of the local content plan.

Responsibilities:

Assess Local Content opportunities

Engage in a local market study and assess local production capacities, available skills, and deficiencies.
Identify in-country contractors that could be relevant for the project.
Evaluate the need for the development of capacities.

Strategy

Recommend detailed local content objectives based on Project Execution Strategy, market assessment, and requirements of applicable local content regulations.
Develop the Tanzanian local content plan.
Coordinate integration of Local Content requirements in the project contractual strategy and control its implementation down the supply chain (include specific LC requirements in all CFTs, evaluate submissions, validate proposed local content plans at contract award).

Capacity building

Identify capacity-building opportunities.
Implement capacity building in regard to the local content plan.
Ensures technical training actions are aligned with the best expression of the project manpower demand.

Monitor and control

Follow contractor's local content performance and progress in accordance with contractual requirements: local activities (ie fabrication, provision of local goods and services), recruitment & training, technology transfers…
Consolidate local content data at the project level in accordance with Project’s local content Key Performance Indicators.

Communication

Interface in Tanzania between the organization project and the Tanzanian authorities regarding local content matters.
Issue updated local content plan, reporting, and other local content documentation to authorities and organization management.
