OBJECTIVES OF THE PROGRAMME

Coordinate technical support to the country in the fight against communicable and non-communicable diseases, provide support for human resource capacity building in relation to planning, prevention, surveillance and monitoring and evaluation of programme implementation plans in collaboration with Regional Office and HQ.To support the country in the fight against malaria through the deployment of innovations and new initiatives and their implementation, in liaison with the country office, the Regional Office and Headquarters.Facilitate the development of PTS Malaria Care, Prevention and Surveillance policies in collaboration with the Ministry of Public Health and AIDS Control and development partners to inform policy development in the African region. Support the Disease Control Programme Coordinator in achieving the objectives of the National Malaria Control Programme in PTS.To provide technical support to the National Programmes in charge of NMTs PCC (Leprosy, Buruli Ulcer) in terms of planning, implementation and monitoring-evaluation of control activities with a view to either eradication, elimination or control (in alignment with the PNDS and the National Master Plans for the fight against NMTs). To provide technical support to the manager of the national programme for the fight against Tropical Diseases Neglected by Preventive Chemotherapy (MTN-CTP), namely: Lymphatic Filariasis, Schistosomiasis, Geohelmintiases and Trachoma for the scaling up of Mass Drug Treatments

DESCRIPTION OF DUTIES

Coordinate technical support to the country in the fight against communicable and non-communicable diseases, provide support for human resource capacity building in relation to planning, prevention, surveillance and monitoring and evaluation of programme implementation p Provide technical assistance for the scale-up and management of the malaria control programme by working with colleagues in the Office and with counterparts in the governmentspartners in the preparation of work plans, action plans, budgets, procurement specifications and reports as required by the Government, the Global Fund, USAID, the World Bank and the European Union and other partners; Facilitate the coordination of community health worker activities in early diagnosis and treatment of malaria, including community-based management of childhood illness, monitoring and evaluation, and documentation of best practices/innovations in community-based interventions in difficult-to-reach/underserved endemic areas;Work to improve the national malaria information system, in collaboration with the Directorate in charge of the National Health Information System (DSNIS);Facilitate the development of Public-Private partnerships for the delivery of malaria control services; provide technical guidance to partners for entomological surveillance, and conduct national surveys and other operational research studies and evaluations;Collaborate with other programmes to strengthen supply chain management of antimalarial drugs and other commodities, including quality monitoring and the fight against substandard and counterfeit drugs;Serve as the WHO Focal Point for activities against Neglected Tropical Diseases in the country and provide consistent support to all NTD Programmes, government institutions and civil society actors working in the field of NTD control;Support the Ministry of Health in the coordination of NTDs and assist in advocating for strong and sustainable government support for NTD control activities. Support capacity building of NTD Programmes Support the country in advocating for the mobilization of resources and drugs for the treatment of NTDs.Support the country in the establishment of a monitoring and evaluation system for basic data on NTDs. Perform any other tasks as requested by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: Doctorate in Medicine (MD)
Desirable: University degree in Public Health or Epidemiology

Experience

Essential: A minimum of five (05) years of professional experience in planning, implementing and monitoring-evaluation of disease prevention and control activities. Experience in the field of malaria and NCD control would bean asset.
Desirable: Experience working with bilateral or multilateral organizations in the country would be an asset.

Skills

Excellent knowledge of strategies for the prevention, control and elimination of Neglected Tropical Diseases, Technical competence in the different aspects of malaria prevention and control, with knowledge on the formulation and implementation of treatment policies, epidemiological surveillance and community-based interventions, as well as research.Proven competence in epidemiological surveillance and research Ability to develop and maintain effective working relationships with partners, including those operating at the provincial and district levels.Familiarity with the policies and procedures of donors, in particular the Global Fund,USAID, the World Bank and the European Union.

REMUNERATION

Remuneration comprises an annual base salary starting at TZS 145,847,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
