National Programme Officer

The Inclusive Growth, Social Protection and Jobs Programme is a 5-year (2017-2021) ILO/Irish Aid Programme with an overall goal of ensuring that national governments use appropriate, well designed and well managed social protection and employment intensive infrastructure programmes in order to promote resilience, access to services and employment opportunities for the poor and vulnerable people, thus contributing to inclusive economic growth. The Programme has two components: social protection and Employment Intensive Investment Programme (EIIP) and covers five countries, namely Zambia, Malawi, Mozambique and Vietnam (for Social Protection Component) and Tanzania (for Employment Intensive Investment Programme (EIIP) component).  The Programme under EIIP component works to achieve the following key outcomes:

1. Inclusive and transparent pro-employment investment strategies mainstreamed in national employment policies and programmes, with implementation guidelines;
2. Procurement systems, procedures and legal frameworks at national and local level reformed and adopted to increase the participation of small scale enterprises, contractors and local communities in infrastructure delivery;
3. Employment-intensive investment planning and technical capacity of institutional partners strengthened; and
4. Enhanced capacity of stakeholders and institutions to apply tools, methodologies and strategies developed under the Programme.

The Government of Tanzania and its cooperating partners are implementing the Public Works Program as a safety net intervention under Productive Social Safety Net (PSSN) programme implemented under Tanzania Social Action Fund (TASAF). The PSSN objective is to ensure timely and predicable transfers to poor households to enable to earn additional income through their participation in public works activities during lean season while creating quality community assets, imparting technical and vocational skills and addressing the impact of climate change. To this end the ILO together with TASAF and its partners conducted an assessment of TASAF PSSN Public Works Programme Component using ISPA-PWP Assessment Tool. The ILO Employment Intensive Investment Programme (EIIP) is addressing the recommendations of this assessment for the continuous improvement of the TASAF PSSN Public Works Programme while promoting employment intensive approaches in job rich sectors such as infrastructures, agriculture, forestry and tourism.

The International Labour Organization (ILO) seeks to recruit a National Programme Officer who will assist implementation of the EIIP component in Tanzania whose overall aim is to ensure that ‘pro-employment investment policy, strategy and programmes address rampant unemployment and social protection deficits in target areas within the context of the TASAF PSSN Public Works Programme and promotion of employment intensive approach in public investments.
